Don't expect anyone to let you through a blocked street regardless of whether or not any runners are present. They'll just tell you to drive further on to another point, and on, and on. Nobody manning the blocked streets has any idea what the hell is going on. You'll drive around for an hour before you realize that you're trapped in the city until the race is over. And every other driver is doing the same thing, so the traffic just gets more and more dense and clogged up.
