But as far as the stormwater utility, go here for more info:

Again, I am not against the idea of the stormwater utility fee, but it needs to be applies fairly and actually go towards PREVENTING stormwater runoff problems.</description>

What would it take to get Richmond to emulate Salem (OR) and many other cities by instituting graduated fees for waste removal? The more trash you make, the more you pay for the city to take it away. Sounds like good a capitalist principle to me. 

Likewise, I&#039;m sure some technology exists that can allow the city to charge for downtown street and lot parking based on the dimensions of a vehicle&#039;s base. You take up more room? Pay for it!</description>
