Officer Catches Oregon Hill Graffiti VandalOct. 21, 2009
Thanks to the quality investigation and timely action by the Richmond Police Department, a local graffiti vandal has been caught before he could deface any more locations.Using his investigative skills, Third Precinct Environmental Officer Ward Kuper determined Chad J. Niemi, 33, of the 600 block of South Cherry Street, was responsible for numerous acts of vandalism throughout the Oregon Hill neighborhood and several city parks using the tag name “Dr. Bastard.”
A search of Niemi’s residence supported the investigation.
Niemi has been arrested and charged with three counts of destruction of property and one count of possession of marijuana, all misdemeanors.
“Graffiti can have a negative effect on a whole area,” Third Precinct Commander Will Smith said. “It’s important that people know we take such crimes very seriously and have an officer assigned to specifically investigate such issues.”

Good! I saw some “art” on the side of a beauty shop on my jog down hull st. Why some people support these loser private property defacers and then talk about how they really support urban renewal and the betterment of our city drives me crazy.
It’s ART just like you said. Just because you don’t appreciate it doesn’t mean this Generation is hypocritical.

Chad could at least apologize to the community for his illegal graffiti on neighborhood parks. But, evidently, he would rather thumb his nose at the law and his neighbors by using his right of freedom of speech (which no one disputes)and putting his ‘art’ on his own property and that of Mr. Moore’s.
Hey, I have thumbed my nose at the law before, but I can’t say I think much of Chad’s ‘style’ or ‘art’. Given the lack of apology for his illegal art, I see little reason to welcome his legal art.
